생활 국민이 국가이다. 수해복구 사부대중의 힘을 모으자!
법왕청신문 이준석 기자 | 국민들로부터 선택받고 위임받은 공권력의 집행자들은 국민들의 재난과 죽음에 대해 자신의 신체일부가 떨어져 나가는 아픔으로 함께해야 한다. 불가항력의 천재지변은 막을 수 없다. 하지만 그로 인해 생기는 사고와 결과에 대한 처리는 공권력의 관심여부에 따라 현격히 달라지기 때문이다. 충북 ‘오송 지하차도 침수 사망사건’으로 대표되는 이번 집중호우의 미호천 범람은 천재지변에 따른 인재의 측면이 너무나도 크다. 공사 열흘 만에 무너진 제방, 배수펌프 오작동, 공무원들의 대처미흡, 무용지물이 된 행정안정부의 ‘지하공간 침수 방지 대책’ 등은 중앙정부와 지자체의 총체적관리 소홀이 만들어낸 참사라는 견해가 지배적이다. 국가의 주인인 국민은 정부에 대해 반드시 책임을 물어야 한다. 국가의 무한책임을 회피하는 정부는 온 국민을 24시간 위험에 노출시켜놓고 있는 것이나 다름없기 때문이다. 따라서 윤석열 정부는 국민개개인을 자신의 몸처럼 여기는 무한책임으로서 ‘오송 지하차도 침수 사망사건’ 등 이번 폭우 피해와 피해자들에게 최선의 대책을 마련해야 한다. 그리고 반면교사로 삼아 임기 내에 이런 일이 두 번 다시 일어나지 않도록 심기일전해야 한다. “중생이
